David Carter is an associate professor of public policy at the University of Utah. He studies a range of matters related to public policy, public administration, and government services. David has also published 11 peer-reviewed articles on various aspects of climbing, from climbers’ bolting preferences to diversity and inclusion in the sport. He is an avid rock, ice, and alpine climber, backcountry skier and trail runner, and novice paraglider.
